After 700 primer caps exploded in Massachusetts-native Orville Braham's checked luggage, there has been much controversy over what is allowed or not allowed to fly. The Transportation Security Administration rules state that primer caps are allowed, but only if they are properly packaged. Braham faces charges for carrying the caps in interstate commerce without a license to carry ammunition.
